H.E. DR. ASSEM-EL GAZZAR

H.E. Dr. Assem El-Gazzar, former Minister of Housing, Utilities, and Urban Communities (March 2019 – July 2024), is a seasoned urban and environmental planner with a multidisciplinary background in urban planning, environmental management, tourism development, and the commercial sector. He also serves as President of The Gabha Wataneya Party.

Dr. El-Gazzar has played a pivotal role in shaping Egypt’s strategic development through his leadership in national planning initiatives and public-private partnerships. His recent focus on transformational development emphasizes a shift from resource-based to knowledge-based, economically-driven planning. He was instrumental in preparing and implementing the Strategic Urban Development Plan for Egypt 2050, including work in environmental scoping, monitoring and evaluation, and strategic management.

He has held key leadership roles such as Chairman of the General Organization for Physical Planning and Director of the National Urban Observatory. He holds a Bachelor’s degree in Regional and Urban Planning from Cairo University and a PhD in Strategic Environmental Assessment, specializing in the role of decision-making in planning.

Dr. El-Gazzar’s expertise includes strategic and participatory planning, protected areas planning, urban and site design, and environmental and strategic impact assessment. His contributions have supported complex national projects such as Egypt’s 2050 Master Plan, new city developments, the Suez Canal Axis Area, and major infrastructure advancements.
